Using SharePoint to Reach Every Employee, Including the Ones Without a Desk

An intranet for a few thousand people is not hard to build. Reaching all of them is. How to use SharePoint Online, Teams and Viva Connections so that news, notices and services land with office staff and frontline crews alike.

Most organizations already own the tools to run a modern intranet. If you have Microsoft 365, you have SharePoint Online, Teams and Viva Connections. The harder question is not whether SharePoint can host your intranet. It is whether the intranet will actually reach the transit operator, the lifeguard, the plant technician and the crew lead who may never sit at a desk or open an email.

Here is how we approach SharePoint when the audience is large and varied.

Design for the person, not the org chart

Legacy intranets are often organized the way the organization is structured: one section per department. Employees don't think that way. They think in tasks: check my pay slip, find a colleague, report a hazard, book training.

Put the most common tasks one tap from the home page, and build the global navigation around what people need to do rather than who owns the content. SharePoint's hub sites and mega menus make this straightforward, and the same navigation follows people into every department site.

Personalize with groups you already maintain

A SharePoint home page can look different for every employee without anyone building separate pages. Audience targeting uses Microsoft Entra ID groups — department, location, role, people leaders, new hires — that most organizations already keep in sync with their HR system.

The result: corporate news stays at the top for everyone, while each person also sees the news, events and tools relevant to their own work. A useful pattern is to split news into Organization-wide and For you, so targeted items never push important corporate messages out of sight.

Meet frontline staff where they already are

This is where many intranets fail. Frontline employees often have a basic licence, no mailbox, and only a shared PC at a depot or a personal phone. Three Microsoft 365 features change the picture:

  • Viva Connections in Teams. The intranet appears inside the Teams mobile app that many frontline staff already use, with a dashboard of cards for shifts, pay, tasks and news.
  • The SharePoint mobile app. The same pages, built responsively, work on any phone.
  • Shared-device modes. A kiosk-style view on depot PCs with large tiles, priority notices first and automatic sign-out.

Design every page to be readable on a small screen first. If it works on a phone held in one hand, it will work everywhere.

Get priority messages through every channel

When something urgent happens — a service disruption, a safety alert, a weather closure — email alone will miss a large part of the workforce. Treat important notices as a single message delivered through several channels at once: a banner on every intranet page, the Teams activity feed, a mobile push notification and a weekly digest. Ask readers to acknowledge where it matters, and track reach so communicators know who still needs a follow-up.

Make search answer the question

A large audience means a lot of content, and people will search before they browse. SharePoint and Microsoft Search are security-trimmed, so people only see what they are allowed to open. Add curated Best Bets for the most common queries ("payslip", "benefits", "vacation"), clean metadata for filters, and review the searches that return nothing — they are a free list of content to write next.

Keep content trustworthy at scale

Reach is wasted if what people find is out of date. Every page needs an owner and a review date, with automatic reminders before it expires. Page approval workflows keep corporate content consistent, while department editors stay in control of their own sections. This governance also prepares the intranet for AI assistants like Microsoft Copilot, which can only be as accurate as the content they read.

Measure, then improve

Built-in SharePoint analytics show page views and visitors. For a large organization, it is worth going further with Power BI: reach of priority messages by department and location, device mix, top searches and failed searches. Those numbers turn the intranet from a publishing tool into something communicators can manage.
